The California Department of Forestry and Fire Protection (CDF) is currently developing a new management plan for Jackson Demonstration State Forest (JDSF) in Mendocino County. CDF is going to great lengths to maximize the opportunity for public input throughout the process of the plan's development and approval.
CDF has submitted a preliminary draft of the plan to the State Board of Forestry
and Fire Protection (BOF) to obtain its comments as part of the continuing scoping
process for the plan. This current draft of the plan was prepared after numerous
meetings of a citizens advisory committee and following public scoping sessions
in Fort Bragg, Ukiah, and Sacramento.
CDF is now seeking comments and guidance from the BOF as the Department continues work on the management plan and on the draft environmental impact report (EIR) for it. As part of the continuing scoping process, CDF will be asking the BOF for guidance both on contents of the plan and on alternatives to the plan to be included in the draft EIR. The discussions with the Board of Forestry's Interim Committee will be open to the public.
Our current vision of the CEQA process is that CDF will act as the lead agency. CDF is developing the draft management plan and the draft EIR. While continuing to work on the plan and the draft EIR, CDF will consult with the BOF and other public agencies. The draft EIR will be released for public review several months from now. At that point in the process, the Department will be seeking input on the contents of the management plan, alternatives to the plan , the likely environmental effects of each alternative, and an array of potential mitigation measures. Upon completion of the CEQA process, a final EIR and a proposed management plan will be presented to the Director for approval.
After the Director's action, the resulting plan will be submitted to the BOF with the certified final EIR. The Board will be asked to approve the management plan that emerges from the Department's CEQA process. The Board's consideration of the plan will provide yet another opportunity for public involvement.
