Chief Fulcher began his fire service career in 1987 as a Volunteer Firefighter for the Riverside County Fire Department/Riverside Unit (RRU).  Chief Fulcher started his CAL FIRE career in 1989 as a Seasonal Firefighter in RRU.  In 1991, he was hired as a Firefighter II by CAL FIRE in Temecula/RRU.  In 1993, David promoted to a Fire Apparatus Engineer at the Higgins Corner Station in the Nevada-Yuba-Placer Unit (NEU).  In 1996, David then promoted to Limited Term Fire Captain in the San Jacinto Battalion in RRU.  In 1999, he promoted to a permanent Captain at Bautista Conservation Camp in RRU.  In 2001, David transferred to the Perris Emergency Command Center in RRU as Fire Captain.  In November 2001, David transferred to the Riverside County Fire Department/RRU Hazardous Materials Response Team where he served as the team’s Training Coordinator.  In 2005, David went back to a fire station assignment and remained there until he promoted in 2007 as the Temecula Battalion Chief.  David also served as the San Jacinto Battalion Chief from 2009-2012. In 2012, David promoted to Assistant Chief at the Bautista Conservation Camp in RRU.  In 2014, he promoted to Deputy Chief as the CAL FIRE Southern Region Conservation Camps Coordinator at the Southern Region Office in Riverside.  While in the Camps Coordinator assignment, David assisted with the implementation of the Ventura Training Center program and helped to develop the CAL FIRE/CCC Los Pinos BCP.  David promoted to Unit Chief in the San Benito-Monterey Unit (BEU) in September 2018.

David was the Office of Emergency Services Monterey and San Benito County Operational Area Coordinator. Since 2010, David has served on several CAL FIRE Incident Management Teams and ended his tenure in September 2018 as the Deputy Incident Commander on CAL FIRE’s IMT 5.  While serving as the Bautista Division Chief, he was the Riverside County Hazardous Materials Team Manager, served as the City of San Jacinto Fire Chief, and managed the Hemet-Ryan Air-Attack Base.  David is a Law Enforcement Officer for CAL FIRE and Serious Accident Review Team Lead.  He holds California State Fire Marshal Certifications as a Chief Officer and Hazardous Materials Specialist and has an Associate Degree in Fire Science.
